Kyoto Protocol

In 1997, 191 countries signed the Kyoto Protocol, a global agreement to limit greenhouse gasses. Although President Clinton signed the agreement, the Senate never ratified the treaty. In this lesson, students examine four primary sources to answer the question: Why didn't the United States ratify the Kyoto Protocol?
